Policy Proposals for TX-18

Welcome to the Policy Proposals page of Brian K. Stephenson for Congress. Here you will find detailed information about the key policy proposals that our campaign is advocating for.

Tax Reform Advocacy

We’re fighting for a fairer, smarter tax system — one that protects working families without compromising our future. In TX-18, too many people feel like the system is rigged. Let’s change that.

🧾 Our Approach

  • Keep taxes low for middle-class and working families

  • Expand the tax base through job creation, not burdens

  • Establish a national Sovereign Investment Fund to responsibly manage long-term debt

  • Close loopholes that allow billionaires and corporations to avoid paying their share

Tax reform should reward hard work — not hoarding wealth. Together, we can balance the budget and secure our future without raising taxes on those who can least afford it.

Education Enhancement

Education is the key to unlocking generational opportunity. In TX-18, we’re ready to lead the way.

🎓 Our Goals

  • Make Early College High School the new standard nationwide

  • Expand dual credit and technical education for high schoolers

  • Guarantee affordable college access through federal and state partnerships

  • Invest in vocational training tied to real careers, not debt

We believe in preparing every student for a future they can afford and a career they can build on — no matter their ZIP code.

Smart, Secure, and Humane: A 21st-Century Approach to Border Security

As your next representative, I believe we can protect our borders without sacrificing our values — or our workforce.

🛡️ What We Need

  • Modern Technology at Ports of Entry Invest in scanning equipment, drones, and real-time data to interdict drugs and weapons without slowing down commerce or families.

  • Surge Personnel for Processing and Enforcement Fund more asylum officers, immigration judges, and border personnel so we reduce chaos and backlogs — not just build walls.

  • Legal Pathways that Work Expand work visa programs and offer earned legal status for essential workers — especially in agriculture, construction, and caregiving.

  • Partnerships with Mexico and Central America Address root causes of migration — poverty, violence, and climate — through foreign aid and regional economic development.

Why It Matters in TX-18 Our district is powered by immigrants and trade. From the Port of Houston to local restaurants, health clinics, and construction sites — border policy is economic policy. We need solutions that reflect our diversity, protect our neighborhoods, and honor the rule of law.

Increased Wages for the Lowest Earners

Economic dignity starts with fair pay. In our district, over 45% of workers earn less than $15/hour. That’s unacceptable.

💵 Our Commitment

  • Raise the federal minimum wage to $15/hour with automatic inflation indexing

  • Boost small businesses through tax credits to ease transition

  • Focus wage equity efforts on industries dominated by women and workers of color

  • Champion local hiring and living wage standards for federal contracts

When we lift up the lowest-paid among us, we strengthen the entire economy — and create a more just society in the process.
